I too have either the parents or an "assigned" advancement counselor sign off advancements. This is part of an experiment and has worked out well. Prior to giving a boy his pin however, I have him go before a "Board of Review" comprised of a parent, Leader (any level), and myself. We ask them questions about the advancement they just earned. We review their hand book and if they seem that they know what was involved in earning the pin, they are awarded the pin. I have not had any boy say "I don't know what I did, MOM just signed me off". Just the opposite is true -- because they know they are going before the "Board" and their Advancement Counselor knows they are going before the "Board" - they really do get a review with thier counselor first. Also standing before a "board" of adults adds a serious note to their advancement -- Cmdr is not just "signing me off".
