Personally, when I'm not in uniform, I place my hand over my heart - however 
- like you saw - most around me were saluting as if they were in full uniform 
and hats.  I have a hard time saluting to the eyebrow without a hat, but in 
uniform I do (Air Force training I guess!)  Inside, I never salute - I ALWAYS 
place my hand over my heart - regardless of what I'm wearing - besides, I'd 
never wear a hat indoors unless I'm "Under arms" (carrying a weapon) OR a 
member of a color guard.

Anyways, my 2 cents.
