Probably the best equipped to give advice in setting
up a Christian organization would be either Campus Crusade
for Christ or The Navigators. Both run college outreach
programs. They may have to do some side-stepping to get
in, but as long as it's student based there shouldn't be a
problem.
When I was in school, the Navigators had been on
campus for a couple years and got labeled by the
administration as a "cult", and got tossed. Some of the
students (and 1 professor, a minimum for most schools)
decicded to keep meeting on thier own, calling themselves
Christian Bible Fellowship. The Navigator missionary who
had been thrown off campus was invited back regularly
(almost every Friday) by the CBF and the school had no
problem with it.
