Once again, dear brother, you are right on (or perhaps you'd say spot on)!

I just taught a seminar at a church ministries conference entitled Royal 
Rangers, Ministry, Program, or Baby-Sitting Service?  I had to think through 
many of the same thoughts that you penned.

Here's the progression I see:

Baby-Stiing Service  with Training  leads to Program
Program with Prayer leads to Ministry

Only through ministry are lives changed eternally.  Program affects lives 
temporaly.

I'm somewhat of a traditionalist when it comes to Rangers so I feel that an 
excellent ministry based on an excellent program is the most effective tool 
for reaching boys and girls.  But striving for excellence in program at the 
sacrafice of ministry is tragic.  Your illustration of a commander parading 
in front of the (same) seven boys is both comical and sad.  More boys (and 
girls for you outside the US <grin>), more time in explaining the Word, more 
time in prayer, more souls saved.  AMEN.
