New Jersey, which is part of the Northeast Region Royal Rangers, receives a 
ROY Evaluation Form that is standard for our Region.  It includes a point 
system for different areas to be evaluated such as Merits earned, 
advancements, Local OP, Sectional, District, Regional and National activities 
the boy has participated, etc.
Each chartered outpost sends their top two boys from each age group to 
Sectional Testing.  At Sectionals, tests, uniform inspection, oral interview 
and skill test scores are added to the boys evaluation form that was 
submitted by the boys outpost.  First and Second place boys in the five age 
groups are then sent to the District for further testing.  Sectional scoring 
is not part of the District score.  Since NJ has five sections, up to 60 boys 
may be at District testing.  Only Challengers and Trailblazers go to the ROY 
Regional Testing.
