After six years as an Sr Commander I have tried many different things to make 
sure all Ranger activities and functions are fully staffed.  I agree that 
leaders should take responsibility for their group.  However as the Sr 
Commander it has been my duty to see that it all comes together.
 It light of this discussion about commitment I have found that for many 
folks it scares them to death.  How many times I have heard, "well If can't 
give 100% I won't get involved because that's just they way I am." Hogwash!  
I tell them if everyone felt that way we won't have anyone doing anything.  I 
say get involved and I will take your 10 or 20% and combine with others and 
we will have Rangers.  Just when you are giving your 20% give 100%.  When 
planning a campout talk to leaders to get a commitment to participate. Make 
it clear that if there is not enough leaders for any outing it will be 
canceled.  
  I am doing something different this year.  We have all our trips planned 
for the entire year.  I am giving this list to all commanders and council 
leaders and telling them to book the outings they want to go on.  I tell them 
don't overbook but do what you are sure you can do.  Make arrangements to get 
off from work, (many employers provide a list for employees to put down for 
vacation days).  I will take the results and compare to the schedule.  I will 
be able to tell how it looks now.  What I am trying to do is teach my 
commanders to become organized planners.  Only time will tell if this is 
going to work.  However we Sr Commanders are going to be the one who must 
provide the leadership for our outpost to success.  When someone cancels out 
on you for something because they have something that is a greater priority 
you must smile and be supportive. Then see if you can keep the plans going.  
If this continues then further action may be needed.  But don't give up on 
the commander who may one day turn out to be a good one by making too many 
demands on him now.  In years to come his time may open up and he will shine. 
 Remember God's timing is not always ours.
