I've got two questions.  I know how I handle these two situations but we've 
been discussing it in my outpost and section and I was wondering how others 
handle them.

First, when a boy moves up from Buckaroo's to Pioneers do you make him do the 
recruit requirements before he can begin working on his Powder Horn.  The 
situation is this.  The boy has earned everything in Buckaroo's, all the way 
through Top Hand.  He is always at meetings unless he's sick or his family is 
on vacation and he is 9.  He can quote the motto, pledge, code and all the 
meanings of the points of the code.  My main question is, do you make him 
attend three Pioneer meetings before he can start working on Powder Horn?

Second, you have a boy who's working on (for example) the Tomahawk 
advancement.  It requires he camp out for 1 night (using the patrol method).  
The Camping Merit also requires (I believe) 10 night of camping.  Do you 
count this 1 night he used for Tomahawk as one of the 10 for the Camping 
merit or do those 10 nights have to be completely independent of nights used 
for other advancements or awards?
