Cmdr. Mariott told us that there would be about a 6 month to 1 year phase
in, but there will be a comparison chart for commanders so we can give a
boy the new awards based on what he already earned.  That is, we'll see
what he has now, compare it to a chart, and give him the appropriate new
award.  Hope this helps.
