First step would be to trash the chain.  Two methods work better.
#1  If you have a large enough parking lot and it is paved, write them on the lot with some of the washable chalk.  This will disappear when it rains.  If it is gravel, spray paint it on.  It will go away also.
#2  Spray paint it on the grass or use 20 stakes with numbers attached. 
This works better than the chain or rope because it will not sag and stretch out.  The numbers will be where you want them.  With 2 or 3 people, you should be able to set up the first in less than 15 minutes.  If you were to use these methods on a Wednesday (or your ranger meeting night), you would just have to touch them up the next week, less than 5 minutes time.  Works very well if you have a portion of the parking lot that is seldom used.
