I had that same problem with a boy in Buckaroos last year. His mother would have let him attend Sunday School but she was a single mom and had to work on Sunday Morning. I would have offered him a ride to our Sunday school but I am a single man and I strictly observe the "two deep policy" for cautions sake.
Nobody else in our church seemed to find time to bring him to Sunday School.
From the excuses his mom made she didn't seem interested him attending any Sunday School.
Rather than turn the boy away who needed Royal Rangers, I told his mother I would wave the Sunday School requirement for Green Horn but we would eventually have to work out a solution for attending Sunday School.
This boy is now  Point Rider for the commander that took my place. She says he is doing very well with Buckaroos.
By using wisdom of avoiding legalism this boy has come to know Jesus and is growing strong in the Lord. I heard that his mother also got saved.
I am proud of this boy in how he has grown in wisdom and leadership beyond his age.
 

He will be Pioneer age next year and it looks like he will remain in the program.

I chose to move on to an older group where I could teach more camping skills and where the boys could understand my more complex devotions, etc.
