No, it was so that you would read the part about the mailing list archive, go look at it, and see that much of what you want is already in place.       What do you want that the mailing list archive doesn't do? Please try it first before answering.

 
1. A forum board on the web is easily accessed via any browser, IE, Netscape, Opera, you name it. As long as it translate HTML to text, it does the job.

The archive does this.

2. A newgroup is not accessble worldwide, infact, many computer illeterate will not know what is a newgroup, and you need to be on certain server to get in to the correct one.

There are services like dejanews.com that archive newsgroups, as well, and allow them to be read and searched with a browser. RangerNet only uses usenet to draw attention to the mailing list, right now. There is an active partial bridge between the mailing list and alt.org.royal-rangers, though.

3. A forum board will not have to take users of the mailing list, for those that prefer reading emails instead of looking at threads of reply on an interesting topic, a function is available to be set up.

Although I check my mail regularly, I don't check forum boards. Others may do the opposite.

4. Mailing list is old concept of communication, instead of opening browsers and my email program, I could just open up my browser and read what RangerNet thing of something.

You can do that now, with the mailing list archives. You still have to join the mailing list to post to the group, though.

 5. Multiple forum could be created in a single website, you do not need to open your mail prpgram to get to RangerNet, and open another browser to get to your country's RR forum board, we are a big family, aren't we? So why split up ?

To hold discussions on different topic, perhaps, or to control quantity? There are separate RRGold, FCF, Traders, Missionettes, Leaders, and RangerNet lists, with RangerNet being the most active. Starting a separate message board would get much less traffic.
