Probably not in the sense that it is anything that they initiated or 
officially recognize, but I suspect that they don't mind a little 
unofficial training -- especially if it helps us to better reach, teach, 
and keep boys and girls for Jesus Christ. Indeed, we would do well to 
invite some of the national staffs of various nations to participate, as 
they have much wisdom to share with us. They are rather busy people, 
though, so I won't be offended if not many contribute. Are any of you 
national staff types reading this who would like to share?

That isn't a dumb question at all.

To pull this off, we need contributions from lots of commanders.
