we ran into a problem where some of our young men were signing off each
others advancements. It came time for testing for GMA, and they couldn't
even come up with the basic knowledge from Rangers. Unfortunately as a new
commander, I took them to testing, and didn't check their knowledge before
they appeared before our district staff. Shame on me. We now require the
boys to show they know the skills before the local outpost council, and then
before the district council before signing them off on requirements. By
holding the Commander accountable for what they have signed off, and having
them appear with their young man before the Pastor and Outpost Council
before going to the District council, we have established accountability,
and make better rounded young men, that can compete on the regional level
for Ranger of the Year, and hold their own. I'm glad I was caught in the
problem, as I made sure we came up with a realistic solution.

I'm about to craw way out on a "limb" and tell you that
in my opinion the "integrity factor" of Ranger advancements is
compromised by no accountability beyond the sign-off of
a "Commander".
Many USA Commanders find their outpost do not achieve,
and sometimes "prime the pump" by holding merit classes or
skills features where handbooks are signed off without the
interchange of social mentioning desired.
Some "Commanders" hold that the requirements are flexible
to any standard they choose, with the object of advancing
the boys to a major goal... like Mt. Man or FCF eligibility
without the boys showing any retentive learning or leadership.
Their may be a compeling reason for this.... that the overall
"achievement trail" is not thought to be a primary "thing" but
rather, attendence and openess to "ministry" is...
