   We're going through the process in our section right
now.  The Sectional Commander needs to get an "Application
for the Medal of Valor or Courage" from the District
Commander, fill it out and return it.  The District
Commander then adds his comments (if he has any) and
forwards it to Springfield.
  As Sectional PR Coordinator, I was assigned the task of
putting together the paperwork.  I was told that when Ken
Obert was National Commander, he and Paul Stanek went met
once a month to review just the Medal of Valor or Courage
applications and decide which, if any medal to award. 
Occasionally they would bump a Medal of Courage application
up to Medal of Valor, but more ofen would drop a Medal of
Valor to Medal of Courage, or Medal of Courage to no medal
awarded; so if there's any chance this would be Medal of
Valor, check that box.
