One thing about the  ember being born in the fine sawdust, it takes a while for it to work.  If you have seen sawdust smolder in bark dust in flower beds you will see what I mean about how it looks when you have a workable ember.  We always waited to pick-up the ember with a wood shaving and place it on the char cloth.  You need to blow gently on the ember to help it be cultivated into a glowing ember and to catch your char on fire.  The biggest thing is to practice to make it perfect.  I have worked with 2 other outpost on this type of firestarter and we even have used it to start a council fire.  Needless to say the outpost was impressed.  IT DOSE WORK.
