[RR] Advice needed

All, I'm confused on something and need some advice. In the restroom at work there is a sing that reads: All workers must wash hands before returing to work. I'm sure you have seen them at the fast food places. Well to make a long story short I have seen a few guys not wash there hands before returing to work. Would this be a saftey code violtion? I don't want to rat on the guys and look like I'm getting buddy buddy with the boss. However if they're in  violtion to saftey code (or whatever) the boss neeeds to know about it. What should I do?
