returning the salutes given him by the Military at any time and in
any activity.
The ruleing is that the President may do whatever he wishes<G> It
would
however be "bad form" to salute uncovered and out of uniform in a important
military cerimony, at the tomb. The President is briefed on protocal
of state,
and acts often in these events with instruction as to edicate.
