The wind chill does not affect your car. The wind chill is, in theory,
the temperature it feels like if moving or blowing cold air touches
exposed skin. For example 40 degree air blowing fast enough may feel
like 20 degrees to your skin. However 40 degree air will never freeze a
pipe no matter how hard it blows.
