I read she was a secretary to the total combined Outpost
and the question was about uniform insignia. While in
Pioneer and above groups a "Commander" may desigate someone
to assist in record keeping, and they might wear a single
blue bar, you might run afoul(Trouble) presenting a Leader
service award from the district, for un-official positions.
The wearing of a blue bar on a ladies Kakhi uniform signals
she is a Leader in Buckaroos or Straight Arrows.

Currently, a Man may hold the position of secretary
in a RR sectional/dist. staff and be awarded a blue
cluster collar insignia. If a Lady replaces him in
the same job.. she can only wear the insignia of her
position in Buckaroo/Straight Arrows.
*Unless.. she is the "new" coordinator of Dist. B/SA
