Hey Noel,
 
It's in your Leaders Manual.
 
All Rangers hold their hands open behind their backside.
 
The young man who starts receiving the whipping runs to his right around the circle until he reaches the open spot. Once around is enough. The whipper chases the whippie and attempts to whip him from the buttocks down until the whippie reaches the open area in the circle.
 
The whipper then goes around the circle to hand off the whip (rolled-up newspaper) to who ever he chooses by placing the whip in their hands. he replaces the new whipper in the he circle. This must be accomplished quickly otherwise the whippie will run into him.
 
Play until all have had a chance to be both the whipper and the whippie.

All,
When I took LTC we played a game called whip the pony (hope that's right). Anyways I'm in charge of the rec. this next week for the Pioneers. I want to teach the boys this game but I've forgot how some of its played.
I know one person is chosen to be it. The rest of the group
has to stand in a circle and stare at each other.  The person who  is it carries like a rolled up newspaper (whip) and places it in one of  the players hands. That player begans to use the paper (whip) to hit the player on his right.
That's about all I can remember.
