Yes, it was an accident.  And I do not understand the sarcasm and/or 
cynicism that
is displayed by Noel.  The Air Controller who OK-ed the bomb drop was at ground
zero and was seriously injured by shrapnel and blast.  He attempted to 
abort, but
was unsuccessful.  Five men lost their lives and numerous others were injured.
Accidents do happen.  Occasionally, so does stupidity, as in the case of the
Greenville and the Ehime Maru.   It's also very possible that the air 
controller
suffered such a bout...  I guess I'm just trying to talk out a purpose behind
the original post, and I can't find one...
