[RR] new program question

[Spirit Rider]

All,   Since the new program is based on grade rather then age. What would the commander need to do if he had a boy that failed? I think if the boy was held back in Rangers the other boys would tease him. If he was allowed to move on, the boy and commander would be breaking the Ranger code.
