I would tell him that he can use it if it is all he has at this point in time. I would strongly encourage him to go to Wal-mart and buy a regular tent thereafter. I would not encourage this pop up camper at a pow-wow but for an out post campout, this thing is essentially a tent with a few hard surfaces on it and some doo-dads in it. If it came down to the difference in what makes or breaks the man from becoming involved in Royal Rangers, I would be flexible enough to allow it at first until he starts learning our ways, then I'd get him enrolled in LTC. To me a pop-up is ok, but one of those chrome Airstream things is not.
I went on an outpost campout once where it rained all night. One of the outpost Commanders brought his "Wilderness" camper and in the morning it turned out to be a "God-send" because everything was wet, we couldn't get the fire started to cook breakfast or anything but There is our commander with that camper, he started making breakfast on the stove in the camper and we got the whole outpost fed.

Bring it on.  The boys will raze him some as well as some of the
commanders.  I am thankful we have leaders who will come camping.  Boys
don't mind the hard ground.  Men don't like the hard ground...for the
most part... I would encourage him to bring it.  Warn him at Pow Wow he
might have to park it in a designated area away from the tent camping.
