Yes pre-emption is totally the key. Kerry and most of the democratic party is stuck living in a 9-10 world where everybody has tea parties together to settle conflicts. Thankfully the current presidet recognizes the fact that we must not wait for another attack in order to take respond. He sums it up wonderfully in his 2003 State of the Union address which democrats constantly lie about his wording saying that Bush claimed Iraq was an imminent threat.
