 Bob Ward, our PO for CUSO Vanuatu and Fiji, has
resigned his position as of May 20, 2003. CUSO Asia
and the Pacific Regional Office is now seeking for his
successor. This position is based in Port Vila,
Vanuatu and classified as Band 3 with Transnational
Status (starting salary is $28,573.39 - 30,498.38
dependent on previous working experiences). This
position is a full time, permanent position and within
the Bargaining Unit. The successful candidate is
requested to start on the post by April 21, 2003. 

 This competition is open for internal and external
candidates (and in compliance with CUSO's regulation,
the internal candidates will receive priority in this
competition) and will be closed on January 24, 2003.

POSITION CONTEXT STATEMENT
PROGRAM OFFICER

CUSO VANUATU AND FIJI
Organizational Context:         CUSO�s mission is to
support alliances for global social justice. CUSO does
this by recruiting and placing cooperants � Canadians
in the South, host nationals, South-South and
South-Canada � and by sharing material resources and
information. The strategic directions set by the Board
of Directors clarify that CUSO�s work in alliance
building must begin with issues of concern both to
Canadians and our partner organizations overseas. Our
three global themes remain people�s livelihoods, human
rights, and the environment. 
Regional Context:       CUSO has a long history in
Asia and the Pacific and has distinguished itself from
other international agencies as one respected by
partners as being as �equal player at the table�. Our
work is achieved by raising the human resource and
organizational capacity of local partner organization
and communities.
The Pacific program has two programming centers
located in Port Vila, Vanuatu and Madang, PNG.  The
Vanuatu programming centre is also responsible for the
Fiji program.  At the 2002 Pacific Area Council (CUSO
advisory board), the program priorities were named as
follows:
Livelihoods:      the ability to live in dignity to
meet basic human needs, to minimize vulnerability to
the forces of globalization, to be self-reliant and to
blend traditional with contemporary economies. 
Rights:  the recognition of dignity, equality and
mutual respect for all members of the human family;
acknowledging the roles and responsibilities and
connection to the land within the Pacific. 

 Good governance: ensures transparency,
accountability, anti-corruption, equality, gender
equity, justice, and peace; and respect and
responsibility for people and the environment.
In Pacific, a five-year strategic plan has been
developed based on the above priorities and is
referred to as the �Pacific Go Rural strategy�.    The
goal of the strategy is to enhance and support
livelihoods and community development with a special
focus on women and youth within rural village
communities throughout Pacific countries in which CUSO
works while ensuring recognition of the value of
tradition and custom when identifying sustainable
opportunities.
Position Objectives:   The CUSO Vanuatu programming
centre is moving the current program to align more
strategically with the Pacific Go Rural plan.  
In Vanuatu, it has been decided to focus in two areas
of rural livelihoods � women and cash economy.  In
relation to women, cooperants will be located with the
Vanuatu National Council of Women and the Provincial
Councils of Women; in relation to the cash economy,
cooperants will work in the cooperative and savings
club networks.
In Fiji, the current program is under review and a set
of recommendations on CUSO Pacific work in Fiji is
forthcoming.  The Program Officer will be involved in
implementing any potential changes decided upon.

SUMMARY: Under the supervision of the Programme
Coordinator � Pacific Region and working in
collaboration with the other members of the regional
team, the Program Officer CUSO Vanuatu and Fiji will
contribute to CUSO�s programming activities. These
responsibilities include the support to and
administration of cooperant program activities and
operational administrative coordination of the CUSO
Vanuatu and Fiji office.  The Program Officer CUSO
Vanuatu and Fiji will also represent CUSO, and
contribute to the Asia and the Pacific regional
program.  More specific details may be found in the
Position Context Statement, the work-plan and the
regional annual program plan. 
MAJOR RESPONSIBILITIES

 1)Ensuring effective support and administration of
cooperant program activities by:

a) participating in the development and planning of
placements though consultations with partners,
Cooperant Programming Assistants and the Canadian
Areas in coordination with the Programme Coordinator;

b)tracking, monitoring, evaluating and reporting on
cooperant placement related activities;

c) coordination of, and being involved in, cooperant
orientations and on-going support to cooperants;

d)providing regular and continuous support and
counseling to cooperants and ensuring that the
cooperant policy and procedures are followed;

e) supporting the integration of cooperants within
partner organizations;

f) ensuring the validity of cooperants legal status
in-country.
2)Supports cooperant-based and other programming
activities by:
a)contributing to the overall planning and
implementation of CUSO�s work in the region;
b)participating in the development and implementation
of a plan and budget for CUSO Vanuatu and Fiji , as
agreed to in the work-plan;

c)reviewing, evaluating and reporting on activities
and budget on a regular basis;

d) identifying individuals and partner organizations
with and through whom CUSO can implement programs, and
implementing shared programs;

e) as mandated by the Programme Coordinator,
developing accords (protocols) with partner
organizations outlining roles and responsibilities for
all signatories, defining how the relationship will be
maintained and may evolve;

fidentifying and maintaining inter-regional contacts,
as determined by the program plan and work-plan;

g) assisting the Programme Coordinator with the
relationships with advisory structures;

h)  in coordination with the Programme Coordinator,
maintaining close relations with local NGOs for
purposes of joint planning and program implementation,
and initiating/participating in government/NGO
consultations;

ireporting to the Programme Coordinator and the
program team on program theme work;

j)  participating in the development and
implementation of a fundraising strategy;

k)participating in the development and strengthening
of program links with like-minded organizations in the
area of assignment, in Canada and in other regions;

l) providing programmatic and logistical support to
the development of �large projects� as delegated by
the Regional Director.

 

3) Ensuring effective operational administration by:

a)  contribution to the preparation of a budget for
CUSO Vanuatu and Fiji, monitoring and reporting on
performance to budget and authorizing budget
expenditures, as delegated;

bproviding timely financial information in compliance
with reporting requirements;

cmanaging a CUSO Vanuatu office, including maintenance
of lease/rental agreement, office inventory and
administration of program activities;

d)  ensuring adherence to Finance policies and
procedures and proper functioning of the financial
system including all financial reporting requirements
in the area of assignment;

e) ensuring the development, implementation and
management of office practices and system;

fensuring the application of the Health and Safety
procedures for staff and cooperants;

g) ensuring the application of country-specific
policies and procedures (conditions of service, e.g.
health, emergency procedures, subsidies, etc.) and
making recommendation of change to the Regional
Director.
4Coordinates the work of the program  centre team  by:

a coordinating work with the Cooperant Programming
Assistants and Administrative Assistants and providing
day to day supervision of staffs i.e. recommending for
approval of the following: work-plans (including
monitoring workload); time sheets (including
monitoring of overtime); leave benefits, etc.;

b ensuring effective team building and maintenance;

c)   participating in human resources processes
including work plan review and the identification and
recommendation of staff training and development needs
to the Regional Director;

d) coordinating regular staff meetings at the program
office level.
5. Represents CUSO by:

amaintaining working relationship with representatives
of the government; local and international NGOs, other
institutions and community groups, partners and
external visitors, especially promoting CUSO�s work on
the thematic foci as delegated by the Programme
Coordinator;

b) maintaining good communications with other
collaborating work units;

c)  organizing and facilitating CUSO sponsored
meetings, seminars, workshops, etc.;

dbeing involved in advocacy for CUSO and representing
CUSO organizationally and publicly as delegated by the
Programme Coordinator;

e) providing logistical support to CUSO personnel
visiting the office/region.

 

6 Contributes to building, implementing ad reviewing
the regional work-plan by:

a)   identifying the specific tasks required by plans
and budgets, and advising on responsibilities and
timelines for carrying them out;

b) participating in joint work-planning, work-plan
review and evaluation;

cparticipates in appropriate reporting and evaluation;

d) contributing to building the staff team, through
regular participating at staff meetings and
fulfillment of specific tasks as determined.

 ESSENTIAL QUALIFICATIONS
 a)       Experience/Knowledge
minimum 3 years experience in development work with
NGOs, with particular attention to work in sustainable
economic alternatives and/or cultural survival;
demonstrated program management skills (development,
implementation, monitoring, support and evaluation);
experience in NGO administration, including finances,
human resources & office management;
minimum 3 years experience working with
cooperants/volunteers.
b)    Requirements

-  effective planning and organizing skills;

-  understanding of the dynamic between Northern and
Southern NGOs;

-  effective communication and representational
skills;

-    computer literacy in use of word-processing and
spreadsheet and database applications;

-ability to work in English and in the languages used
in the area of assignment;

-          a sound understanding of the country and
regional context, i.e. political, social and economic
realities, forces of social change and climate for
development;

-          proven ability to work under pressure and
to cope with difficult situations;

-          willingness to travel extensively, both in
country and regionally;

-          ability and willingness to participate
fully as a member of a regional program team;

-          sensitivity to the political situation;

-          proven ability in the development and
writing of successful revenue generation proposals.

 

DESIRABLE QUALIFICATIONS
-          clear understanding of Melanesian rural
community life

-          knowledge of traditional and cultural
Melanesian subsistence lifestyles and their
interaction with the cash economy

-          analysis of gender issues in Melanesia
