Resource Economist for Sumatra

 

Position  :       Resource Economist for Sumatra 

Location:        Medan/Banda Aceh, Sumatra

Report to:       Northern Sumatra Corridor Manager
(NSC Manager)

                        The RE for Sumatra will be
under the technical guidance and supervision of the
Resource Economist in CI Jakarta office.  Economic
Analyst of Asia and the Pacific in Washington DC, NSC
Program Manager, and Siberut Program Manager or their
appointees will give extensive working and technical
assistance.

Background:

Conservation activities of CI Indonesia in Northern
Sumatra Corridor and Siberut Island will grow
significantly in the coming years. Those activities
required up to date information on economic
development, social-economic and policy shifting, and
conservation efforts in Northern Sumatra and Siberut
Island, especially during autonomy. The up to date
information and strong analysis are very important to
influence the decision makers towards conservation and
sustainable development. 

 

Conservation International has developed the
conservation �corridor� approach as a way of
implementing conservation strategy.  This approach
will focus on designing biodiversity-friendly
land-uses that maximizes the survival of the species
found in a region while minimizing the economic costs
and maximizing benefits to local people and the
government. CI uses an extensive participatory
approach to mobilize stakeholders around the
conservation strategy to identify the options that are
most desirable to stake holders and decision makers
and therefore have the highest chance to success.

 

Main Role of Resource Economist for Sumatra

 

Assisting Jakarta Resource Economist and NSC + Siberut
Program Manager in implementing programs of
Conservation International related with economic
program by carrying out data collection and analysis
of major threats (such as extractive industries, major
infrastructure development, etc) and opportunities to
the conservation; community livelihood assessment; law
enforcement and other principal assessment upon
request.  

 

Reporting line: The Resource Economist for Sumatra
will report to the NSC Program Manager (and/or his
appointee) on a daily basis. He/She will also be under
the technical guidance and supervision of Jakarta
Resource Economist.  The specific scopes of the
Resource Economist of Sumatra will be developed upon
the contingency of the Northern Sumatra Corridor and
Siberut Action Planning. 

 

The general responsibilities of Resource Economist for
Sumatra are outlined below:

Carry out high quality data collection and analysis on
threats and opportunities for biodiversity in Northern
Sumatra Corridor and Siberut Islands. This will
include typical cost-benefit analyses of major
infrastructure and extractive industry projects,
social impact and feasibility studies, and economic
assessment of natural resource management strategies
and stakeholder involved and their incentives at the
community and local government and private sector
level. Analyses will be carried out in close
collaboration and participation with local
communities, NGOs, private sector entities and
government units at all level (district, province and
national level).  
Coordinating partners and research assistants
(consultants), developing and validating the
methodology used, updating the socio and economic data
collected and assist in developing thematic mapping at
landscape level of study sites. 
Assist to develop and maintain contacts with a broad
range of local partners, actors and stakeholders
involved in natural resource management and
conservation in Northern Sumatra Corridor and Siberut
Island. 
Develop persuasive economic arguments to demonstrating
the benefits of conservation to key decision-makers
and stakeholders.  Presenting conservation goals in
economic language familiar to senior decision-makers
and development institutions including to organize the
seminars and preparation of presentation of results of
the studies to discuss policy options for improved
land use and conservation management. 
 

Qualifications: 

 

Education:  preferably Masters Degree on Resource
Economics/Environmental Economics/Ecological
Economics/Forestry Economics/ Natural Resource
Management/Development Economics/Agricultural
Economics or relevant study with a minimum 3 years of
experience.        

                        

Required Skills and Capabilities:                 

Fluent in English (Speaking, Reading and Writing) 
Excellent quantitative modeling skills and a good
working knowledge of cost-benefit analysis and
resource valuation. 
Knowledge of opportunity cost issues in biodiversity
conservation, and of issues related to integrated
conservation and development projects. 
Knowledge of macro policy and economy related to
public investment, public spending, budget collection
and fiscal policy. 
A good publications record and excellent writing and
communication skills. 
Proven record of success as part of interdisciplinary
research / project teams. 
Management experience, particularly of research and/or
development projects in the field. 
Specialist economic techniques desirable: major
infrastructure assessments; agricultural economics;
bioeconomics and fisheries economics; socioeconomic
survey and analysis; community based natural resource
management and land-use decision-making; spatial/GIS
analyses.
