Duration : 10 months (from August 2003)
Introduction
The International Labour Office (ILO) in Jakarta
proposes is recruiting
a
National Project Coordinator for the ILO/USA
Declaration Project
(Industrial
Relations) based in Jakarta, to implement a two-year
industrial
relations
project in Indonesia. Details of the project are
available in the
project
document.
The project seeks to improve the industrial relations
environment in
Indonesia by building confidence and trust among the
social partners -
represented by the government, employers' and workers'
organisations -
through a wide range of targeted interventions. It
aims at strengthening
the
social partners by building their capacity to address
and respond to the
emerging industrial relations scenario characterised
enactment of the
Trade
Union Act and the Manpower Act and the imminent
passage of the Dispute
Settlement Act. It seeks to transform the adversarial
industrial
relations
climate of Indonesia into one based on cooperation and
collaboration
through
a range of confidence building measures including
effective bipartite
negotiations and collective bargaining, efficient
dispute settlement
procedures and tripartite consultations and social
dialogue.
The National Project Coordinator will be responsible
for the
implementation
and management of the project activities in West Java
and assisting the
Chief Technical Adviser (CTA) in the overall
implementation and
management
of the project.
Duties and Responsibilities
1. Assist the CTA in the overall implementation and
management of
the
project in coordination with Local Project
Coordinators (LPCs) in Medan
and
Surabaya;
2. Assist the CTA in updating the a base-line
inventory of the
Ministry of
Manpower (DEPNAKER), employers' and workers'
organisations and other
relevant bipartite and tripartite bodies;
3. Organise, design, plan and carry out workshops,
seminars and
other
training programmes of the project;
4. Familiarise and sensitise the social partners with
the contents
of the
new labour laws and their implementation;
5. Assist the CTA and other project consultants in
organising and
conducting
training programmes, including training of trainers,
on such subjects as
collective bargaining and negotiation skills, gender
equality and
collective
bargaining and labour education - in order to improve
institutional
capacity, maximise service delivery and ensure
sustainability;
6. Liaise and coordinate with the local government and
employers'
and
workers' organisations and assist them in organising
and conducting
training
programmes and carrying out other project activities;
and
7. Assist the CTA in preparing periodic and ad-hoc
reports on the
status of
project planning, design and the implementation,
monitoring and
evaluation
of project activities.
Qualification Requirements / Recruitment Criteria
A. Education - University degree in labour/industrial
relations, labour
law,
personnel/ human resource management, labour or
development economics,
political science, other social sciences, business
management or
comparable
academic qualification and experience.
B. Prior Experience - At least seven years of
progressively responsible
practical experience in the field of industrial
relations in Indonesia.
Proven capacity to implement technical cooperation
projects would be an
added advantage.
C. Language Skills - Proficiency in written and oral
communication
skills in
English.
D. Personal Attributes - Knowledge of the main
concepts and principles
of
industrial relations theory and practice; excellent
interpersonal
skills,
excellent negotiation and communication skills;
ability to conduct
workshops
and seminars and impart training to participants;
