National Project Officer (NPO) Development Cooperation - Embassy of Sweden in
Jakarta Background
Swedish development cooperation with Indonesia was initiated in 1986. At
present there are 14 on-going programmes or projects mainly in the areas of
democratic governance and human rights, and natural resources and environment.
One Swedish coordinator for the development cooperation is working at the
Embassy, which has a staff of 14 persons in total.
For the implementation of the Swedish strategy for development cooperation with
Indonesia (2009-2013), an NPO (national programme officer) will be employed by
the Swedish Embassy in Jakarta.
The Swedish strategy for development cooperation with Indonesia 2009-2013
focuses on so called partner driven cooperation. The aim of partner driven
cooperation is to establish sustainable partnerships between Indonesian and
Swedish partners, that can live on without financing from the development
cooperation appropriation. Prioritised areas for partner driven cooperation are
environment and climate change adaptation and mitigation, as well as private
sector development and economic growth. In addition to partner driven
cooperation, a number of strategic interventions mainly in the area of
democratic governance and human rights can be financed.
The budget for development cooperation with Indonesia in 2009 is expected to
amount to approximately 8 MUSD. The level of funding over the strategy period
will be decreased.
Job description
Duties and tasks
1. Responsibility for projects under the overall guidance of the coordinator
- handle day to day contacts with partners
- take initiative to pursue the project process according to set up plans
- independently monitor and follow the projects, including field visits if
deemed necessary by the coordinator
- report to coordinator on developments of projects
- provide Sida head office with relevant information and project updates
2. Assist in the identification of new partnerships or cooperation projects,
primarily within environment and climate change as well as private sector
development and economic growth
- compile information on partners and activities
- compile sector information
- prepare draft assessments of project proposals
- organise meeting points and seminars
3. Represent Sweden at various development cooperation meetings if deemed
necessary by the coordinator
4. Share responsibility for the administration of the International Training
Programmes (ITPs)
-send out information to relevant Indonesian partners and institutions
-compile incoming applications for ITPs
-inform applicants/participants regarding the training programmes and
practical issues related to participation in the ITP in Sweden
5. Administration
- preparation for incoming visits to Indonesia
- archive and project administration
- interpretation and translation
6. Participate in field visits
7. Any other duties requested by the coordinator
Qualifications
1. Academic degree, preferably within the environmental field
2. 5 years of professional work experience
3. Administrative experience and computer skills
4. Fluency in English, written and spoken
5. Able to take initiatives and responsibilities
6. Social ability
Merits
1. Work experience from an international organisation or Embassy
2. Experience from working with issues related to development cooperation
3. Experience or knowledge of Sweden
