Pertama, kalau dalam Perjanjian Bantuan Luar Negeri itu dinyatakan suatu prosedur lain, maka yang dipakai adalah prosedur lain itu. Ini diatur dalam Pasal 7. (1) b. Kedua, kalau bantuan itu dikelola oleh Pemerintah, kan bisa saja diusulkan agar diberikan perlakuan khusus karena keadaan darurat dsb.
