As always, the RAP Tooling (which includes the Target Components) is
available from the update site:

We also provide a Runtime (Target Components) Repository for those who
like to
install their target platform directly from a repository. For details see
http://www.eclipse.org/rap/getting-started/runtime-install/
You need to use this repository for 1.3:
