Between artifacts.jar and the original artifacts.jar.0 there's only one difference: The new one contains the download.stats attributes for the download statistics. But I doubt that this has any consequences for the 'artifact' org.eclipse.rap.sdk.feature.feature.group, because this one is just a IU and not part of any artifacts.xml at all.
