At the moment rapache can only manage local apache.
Remote administration via ssh is targeted for the 1.0 release and we are
working towards that goal

Bug description:
Is Rapache for remote administration or not? If so, why does it expect to have
a local apache install? Rapache should ask on startup which server to adminster
and not expect a local server. Many people run webservers headless and should
not have to have apache installed locally and taking up resources that are not
necessary.
