Rat processing of Jars

Should Rat open the Jars and look inside for license files in the 
MANIFEST?  This would seem to be something to do - since Apache-produced 
Jars typically have these, and it might be good to catch those that don't.

The current version of Rat (from google code) doesn't seem to do this.
