Tika trunk has a nice new Detector mechanism for detecting file types in various different and pluggable ways. See the related discussion [1] and the current code [2]. I'm cautiously hopeful of having this code released in Tika 0.3 in time for the ApacheCon EU. I'm not sure about the exact requirements RAT has for type handling, but the Detector feature in Tika should be flexible enough for quite a few use cases.
