A point of discussion based on your existing report: "To graduate as a top level project, significant numbers of new developers would need to be attracted. This would probably require significant energy to be devoted first into extending it's usefulness beyond Apache-like open source projects then raising it's profile." I would suggest that you note that the release attracted activity from the nascent community and that this bodes well for future development. I would also suggest that the project should focus on encouraging Apache projects to use the tool, perhaps a Gump style build and report mechanism should be a focus for the current team. This will raise awareness of the utility of RAT. On one of my non-ASF projects I use RAT in my CI server to tell me when someone commits a file that breaks the RAT checks. This is really useful.
