eingecheckt:
isdnlog-3.66
- Patch from Jochen Erwied <[EMAIL PROTECTED]>
makes the "-O" and "-C" options usable at the same time
- Workaround from Karsten Keil <[EMAIL PROTECTED]>
segfault in ASN.1 parser
- isdnlog/tools/rate.c ... ignores "empty" providers
- isdnlog/tools/telnum.h ... fixed TN_MAX_PROVIDER_LEN
