I wouldn't use fixed values. What about an entry in the form of:
T:*/8-18=0.44/180,0.0263/1 normal
T:*/18-8=0.44/600,0.0263/1 callmore
So you have a fixed rate for the first 3/10 minutes, and a charge per
second afterwards. Days and hours have to be adjusted to meet your local
specifications, of course.
