Implement Callback REST services

OGCE container has requirement for callback services that handle communications
with remote services. Need to see implement within RAVE. Individual services
will be listed as subtasks. Some considerations:
* Should this be in rave-portal's trunk or should we put in a separate module?
* As separate module, it should be included in optional build profile.
* Need to interact with Shindig, make sure services are not redundant with
OpenSocial REST API.
