I added an maven-rat-plugin excludes for **/MANIFEST.MF files (which cannot
have comments in them).
For this, I modified the rave-master pom, and also deployed a new SNAPSHOT
version to
https://repository.apache.org/content/groups/snapshots/org/apache/rave/rave-master/
I added some missing license headers and as of svn r1128264 there are no
missing license headers or violations.
Keeping this issue open though for further and final check before the
1.0-INCUBATING release.
