IPMC vote.
I meant the staged site will have links :) I was advocating for not
publishing until we have the IPMC vote in next week.
I don't think there is a problem putting the target download links on the
staging site, but do note even the staging site *is* public, just not official.
But it also means no other site change can be published then until after the
IPMC vote, so everyone should be *very* careful not accidentally publishing
anything at all.
