Apache primary release artifacts (sources and if provided also binaries)
preferably use a apache- prefix for their artifact names.
Rave currently provides rave-project-<version>-source-release and
rave-<version-bin artifact names.
The proposal is to change this into: apache-rave-<version>-source-release and
apache-rave-<version>-bin
Note: this proposal drops the -project postfix for the source-release artifact.
