Fix Version/s: (was: 0.4-INCUBATING)
Re-opening as the current Dynamic Layout model doesn't completely support Page
templates. Specifically it needs to support:
1) Defining a page layout that determines positions & sizes of regions
2) Tie the layout to the Page object
3) Serves as source of the layout dropdown in the page properties
