Updating a Widget or Adding a New Widget is not working

While working on the Widget ModelPermissionEvaluator I noticed that the code to
add a new Widget or update an existing Widget is not persisting to the
database. Specifically:
1) DefaultWidgetService.registerNewWidget
2) DefaultWidgetService.updateWidget
These methods are both failing to persist their data to the database for some
reason.
