Add Authority "ROLE_USER" to new users when they register

When a new user account is created no roles are assigned to the user. An
administrator must add at least the ROLE_USER to the account before the user
can login. Change the default behavior so that ROLE_USER is added to new user
accounts when they are created.
A longer term enhancement is to allow the registration of new accounts to be a
configurable setting: RAVE-135
