Agree with Jasha -- I think no owner is fine since administrators will always
be able manage the widget and/or assign ownership to someone else.
And if people are really concerned about it they could always run some nightly
job to find and flag owner-orphaned widgets -- or we could build something like
that in ourselves later if we need to.
