As a developer, I want to configure rave via my own implementation so that I
can manage the application in a way that suits my environment.

We currently provide a combination of web-app-based, db-driven configuration,
property files, application context XML files and property override mechanisms
to configure Rave for deployment.
IMO we need to define a clear, easy to understand SPI for configuration
including propagation hooks for Shindig, Wookie or other external engine so
that we can simplify the management of the application.
