Settings those properties is probably a different approach for similar
functionality.
The idea is that there can be widgets in a region (or page) that are always
visible. The user cannot collapse their view. Other widgets can be collapsed,
but not removed from the page or moved to a different page. Some of the
predefined widgets should be movable within their region but not to another
region of the page.
