I get it whenever I try to run razor-check. I have just updated to 2.20 and was getting that error code. So I reregistered. I couldn't use the random user and password functions, so I had to make up a user and password. It said I successfully registered. Went to do another check and got error 201 again. Help! For the record, the upgrade went without a problem. All makes, tests and installs completed with out error.
