When you first enter the system, you have a trust of 0.  This means
that you can query the network, but your reports aren't considered by
the system until your trust starts to grow (trusted people start
agreeing with your reports).

As an optimization to the protocol, clients first report the signature
of the content.  If the server already has a copy of the content,
there's no reason to keep reporting the full content in subsequent
reports.  Error 230 is a typical response to clients when they report
a signature but the content is unknown, to which clients should
response with a full content-based report.
