If I am correct I think that I was the guy who asked the original question.
Here is what I did. I created a user named general-symetrics with a good password. Then I put the .razor directory in my /etc/skel dir. So when ever I add a new user they get this account as the default. Most (all) of my users are probably not going to be using the razor system to submit so I though that I could just lump them all in the same account. Also I though it better to give them each thier own copy of this configuration instead of sharing one copy for the locking reasons that were already mentioned.
